Quote 1: "If art is to be talked about differently, artists cannot rely on traditional frameworks of image making, or on institutional frameworks where image making is talked about. 

This quotes means, in other words, if we want to talk about art in a fresh way, artists can't just stick to the old ways of doing things, or rely on how museums and galleries usually talk about art. They need to shake things up and create their own rules, both when they're making art and when they're talking about it.

Quote 2: "It's linked to a whole belief system. You know, we have to make art work for us within the context of our own individual belief systems.

This quote is saying art affects everyone differently. What you get out of a painting or a song totally depends on what you believe and how you see the world. It's like, your own perspective changes the whole experience.
